Is green ointment okay to use on a green cowhide floor skin

I am so sorry, I am not sure why you are wanting to use the ointment on a floor skin.
If you are wanting something to protect the floor skin like a scotch guard for carpet I would recommend asking someone that does Leather tanning what would be safest to use
